That this House deplores the situation in which the element of standard spending assessment devoted to the education of under fives is calculated on population; rather than on provision/pupil-numbers, as is the case for five to 11 and 11 to 16 year olds; notes that this results in a substantial subsidy for those local authorities that have low nursery school provision and a disincentive for them to provide more; and urges the Department of the Environment to correct this manifest absurdity by gearing standing spending assessments to the numbers of children in nursery school places which would prevent the penalising of authorities like Lancashire and other authorities which have substantial and growing provision.
