That this House welcomes the very substantial growth in home ownership under the Conservative Government since 1979; welcomes the significant part played by the private housebuilding industry in helping people to buy their own homes; is concerned that though Ministers have rightly indicated that the economic factors are in place for a revival of the industry, it has not yet manifested itself in increased sales or site activity; endorses the Government's view that the industry must be in the forefront of leading the economy out of recession; and hopes that the Government will provide early assistance in that regard, especially by a further extension of the moratorium on stamp duty.

FURTHER EXPANSION OF HOME OWNERSHIP (Amendment 1)
leave out from "1979" to end, and add 'but regrets that this has not been accompanied by any increase in house building for ownership or for rent, considers that the house building of this government is pathetic and urges the government now to save the house building industry, stimulate the economy and tackle the growing problems of homelessness by a massive boost to the house building programme, particularly for rental by local authorities and housing associations but also for private ownership encouraged by a rapid reduction in interest rates.'.
