leave out from 'notes' to end and add 'that civil disturbance in and around Karachi is the result of organised subversion on the part of the Pakistan terrorist organisation Mohajir Qaumi Movement (MQM); that MQM has displayed vicious hostility towards Pakistanis from other parts of the country, and to the locals of Sindh Province; that MQM extorts money from Pakistanis to support its cause; that MQM has been involved in procuring arms with which to bring terror to the streets of Pakistan; that recent unrest in Karachi followed a call by London-based MQM leader Altaf Hussain for MQM supporters to take violently to the streets; that MQM Senator Nasreen Jaleel was arrested for deliberately fomenting violence; that MQM refuses to renounce violence; condemns those Labour hon. Members whose criticism of the Pakistan Government serves to give succour to MQM; urges such Members to condemn those who use violence to destabilise democracy; does not consider those arrested for violent acts to be political prisoners; condemns the London-based Afro-Asian Solidarity Organisation for disseminating misleading propaganda on this issue; and congratulates the democratically elected government of Prime Minister Benazir Bhutto and the Pakistan Army for the manner in which they have contained MQM-inspired civil unrest in very difficult circumstances.'.
Original motion text
That this House notes with deep concern the deteriorating political, economic and human rights situation in Pakistan and the spread of violent conflict, particularly in the Karachi area; views with great concern the arrests of a large number of political activists, elected members of parliament and the Senate, in particular that of senator Mrs Nasreen Jaleel, who recently addressed a meeting in this House on the political and human rights situation in Pakistan; urges that all constitutional safeguards and democratic liberties be scrupulously observed in Pakistan; calls on all political parties in the country to refrain from any activities that might serve to inflame an already tense and dangerous situation; further notes that a genuine democracy presupposes the safeguarding of the full liberties of all ethnic, religious minorities; and calls upon the government of Pakistan to strictly observe its moral obligation and commitments under international law in this regard and for the immediate release of all political prisoners in the region.
