Suggested Amendment

"leave out from `House' to end and add `reminds the Government, that the United Kingdom granted independence to Cyprus in 1960 on the basis of the political equality of the Turkish Cypriot and Greek Cypriot peoples, that by Article 1 of the 1960 Treaty of Guarantee the Republic of Cyprus bound itself under international law not participate in any political or economic union with any state whatsoever and that the United Kingdom, by Article 2 of the same treaty, bound itself under international law to prohibit as far as lies within its power all activity having the object of promoting directly or indirectly the union of the Republic of Cyprus with any other state; reminds the Government that it would be unlawful, and deeply offensive to the Turkish Cypriot people for Cyprus to be incorporated into the European Union without their consent; and urges the Government to do all within its power to prevent further consideration of the application for membership made unilaterally by the Greek Cypriot regime, purporting to act on behalf of Cyprus as a whole.'."

Original Motion Text

That this House notes with concern the remarks of the Prime Minister, Official Report, 27 June, column 567, about the prospects for the admission of Cyprus to full membership of the European Union; is particularly concerned that these remarks seem to go considerably beyond the wording of the official communique from the Corfu Summit (Section B: Applicant Countries); and calls upon the Prime Minister by way of clarification to confirm that Her Majesty's Government do not see the prior solution of the Cyprus problem as a necessary pre-condition for the accession of Cyprus to full membership of the European Union.
