That this House is concerned that after the death of Joy Gardner in July 1993 in unexplained circumstances no decision has yet been reached as to the cause of her death; notes that the Crown Prosecution Service has had the PCA report since 16th February 1994 and urges it to reach its decision on prosecutions without further delay; considers it is essential that the Police Complaints Authority uses its powers under section 97(2) of the Police and Criminal Evidence Act 1984 to produce a report for the Home Secretary which can be made public; believes that Conservative immigration policy is unnecessarily secretive and requests the publication of Home Office guidelines to immigration officers in deportation areas; observes the pressing need for a full public inquiry into the Joy Gardner case and into United Kingdom deportation more generally if race relations are to be improved and public confidence in the immigration system restored; and requests the creation of an independent watchdog to supervise immigration procedures including deportation.
