SOUTHERN OCEAN SANCTUARY FOR WHALES

That this House expresses its support for the French proposal for a circumpolar sanctuary for whales in the Southern ocean; recognises that the Southern Ocean, though seriously ravaged by the reckless and uncontrolled activities of 50 years of Antarctic whaling, is still home to some of the last numerous stocks of great whales; notes that there is neither the will nor the mechanism to regulate whaling in this remote area, especially in the light of the discoveries of the illegal smuggling of whale meat labelled as shrimp from Oslo airport; is concerned that proposals to carve up the sanctuary, thereby no longer making it a circumpolar sanctuary, would seriously undermine its effectiveness; and calls upon Her Majesty's Government to announce its intention to vote for the circumpolar Southern Ocean Sanctuary prior to the International Whaling Commission inter-sessional meeting on the sanctuary at Norfolk Island in February 1994.
