Motion text

That this House is alarmed by the publication by the department of the Environment of the consultation document, Access to Local Authority and Housing Association tenancies, which propose fundamental changes to the existing Homeless Persons Act; congratulates Shelter, the excellent national campaigning organisation for homeless people, which has warned that such proposals as are contained within the said review, would herald a return to the situation where homeless families are moved from one form of temporary accommodation to another, which all the disruption such practices cause, in particular to mothers and their children; reminds the Secretary of State that the most recent review of the Act concluded that current legislation has worked reasonably well and should remain in place as a long stop to help those, who through no fault of their own, have become homeless; and further believes that the only real solution to the problem is for major investments to be made to eliminate the lack of supply of affordable rented housing to non-home owners.
